Harbor America was founded in 1997 by Doug Lowery and a team of managers with over 100 years of collective experience in workers' compensation, risk management, payroll, and human resources compliance. The company has since expanded to provide services coast to coast for approximately 600 clients and counting. As a Professional Employer Organization, or PEO, Harbor America delivers unique workers' compensation solutions to its client companies through co-employment.
